Could be but this penny come from PLSET and still into envelope (cello). I was thinking that kind of dies to strike PL coins are brand new and not repolish.

Ghosting on penny on 1976

I found 2 PLsets of 1976 with a strange penny inside. The penny have ghostly form around letters and date. I want to identify the origin of this error. I know that another member have a penny of 1963 like this one but from circulation roll. It's look like mortar set but without any spots. Here is so...

I'm not a coin grader but I like to give my opinion for that and your coin look like a VF-20. I can't go higher because hairs just in front of ear are too much erased.

For me, I think it's a radar/rotator, a very nice note to have.
I use Charlton - Canadian Government Paper Money, it's a very good catalogue and not really expensive, around 20$.
