On the RCM website the 2012 specimen penny is made of plated steel planchet, these two coins seems to confirm some copper version were struck for these specimen set.. An quick XRF would confirm for sure, the soft flips should be no problem for an XRF test , not sure if ICCS is using an XRF now.

few years ago, the 2005 P non mag cent first 2 examples sold at auction for around 20 K then a whole wack of this coin came onto the market place, now settle to around 2000.00. Put this coin in a nickel or 25 cent holder and draw a sharpie line on top of queen" and 6 oclock on the plastic flip over and you have your rotation

I have had this tin coin in hand in the PCGS slab, it is a white dime colour coin quite distinct from the regular penny, one would guess PCGS has XRF this coin before slab. You must understand the RCM in Winnipeg produces coins at industrial speed and only to an OK standard, Ottawa mint a different story collector coins are double struck maybe 5 coins a minute all this care and these coins rarely grade a 67 or 68. Look at the BOC letter, the Fort Erie company which was part of Sherwin Williams is a varnish coating supplier, the BOC lasered four small squares on these 20 notes and one can inference they were testing a varnish

Look in the CPMF under DI note, you will find your answer, The BOC was testing a varnish

There was lots of old style 2012 toonies and loonies produced but they were not distributed as the RCM was planning on the new security styles as a make work project. Most of the old style coins were sent out west for only a few weeks and Ontario's delivery ended up on the side of the Trans Canada, ...
