Could it be from over-zealous polishing of dies? I have 1949 five cent coins which are similar in that the lines follow the writing or image and almost look like doubling where the polishing is very close to the details.

Here's a favorite of mine. I believe it is a die clash with dies rotated and then the die was placed back in proper position. This is a prooflike coin, ICCS certified. No, ICCS didn't give it the Hair Lick. Micheal Findley labelled the holder after with red dot.

1945 Hair Lick Five cent piece....tool mark?
