Chips on war-time dies frequently occur, since the better steels and other alloys were being used for armament, vehicles and ships. They used the dies until they physically couldn't be used any more. There is no premium for the chips, but keep it as a nice find.

They aren't 'linked" It is a die crack running along the beads. It's very common on almost denominations and/or monarchs.

I don't see a dot anywhere on your coin. Look at the 1947's on this section of the site. As mentioned above, "dots" are caused by die chips on the die or by small rust pits on the steel. Remember than '47 was just after the war where much of the desirable metals were still in short supply and steel ...

I forget the guy's name from a few years ago who used to find "dots" on all kinds of coins, but he hit the '36 cents pretty hard, striking out every time.

It looks like that line/scratch runs through and over design elements. Is that line raised above the fields? To me it doesn't look like a die crack.

It depends on what kind of "doubling" that you are talking about and how much is the offset. If you can't see it with bare eyes, it normally won't increase in value
