It it considered the upside/down variety? Or it needs to be the exact 180 degree?

As I posted on another forum, it is my opinion that, on the Obverse, the "A" in Regina and the "V" in Vicky should be on the same horizontal line. That would make the rotation about 170+ degrees, or almost 180 degrees. Either way I would think that a TPG should consider it a "coinage" rotation.
