Hanging 3? or No

I just opened a roll that had a few typical hanging 3 1963 pennies and a small handful of pennies like this where there is obviously something happening above the 3 but it's not 'fully hanging'. Would you still class this as a hanging three? Or is it just interesting but not a hanging 3?

I wouldn't.
A hanging three is created by a die clash of the Obverse.
What you have there just appears to be some sort of a bump.
