1989 Weak Strike? Is this anything?

Hi everyone. This is my first post here.

I came across a 1989 quarter that appears to be a weak strike. The Obverse side is missing most of the detail on the queen. Also, the edge is missing the reeding. In some places there are some faint hints of reeding, but mostly not there.

Is this anything or simply a curiosity?

Not a weak strike. A weak strike would not have full rims a have both sides weaker towards the rims.
The edges look like they have been ground/buffed down for some reason. Quarter worth face value.

That's a good point about the rim. The rim is higher than the effigy. I also measured the coin after you mentioned the edge must have been ground down. It is 0.1 mm smaller than other quarters.

You must be right. Someone must have ground it down for some reason.
