1981 25 cent error never seen

Hello I have this 1981 25 cent error coin. As you can see from the pictures it has 2 different stamps on it? Can anyone help identify this or let me know the value? Coin guy I think I finally have something what do you think?

Sorry, not an error, it is just PMD. Value 25 cents.
There is nothing there that could happen during the striking of the coin.
