It has a number 6 struck above the 9 in 1939 just between N & A in Canada.

It's a damaged coin.
The 6 was not placed there at the mint.
It's called a counterstamp.
Some counterstamped coins are collectible, most are not.
If it is not a recognized counterstamp your coin is worth melt value only.
