Can only speak for CDN coins;
1903 is F15 (Choice Fine)
1936 is VF20

It sure looks to me like an F-12 to 15 ..this is much better than a VG. An F coin isn't "fine" by any means, as it shows a great deal of wear. A VG would have almost all the crown gone.

A bit more clarification on the linked 1903H. Coin is F/VG Agree obverse is Fine, but reverse is only VG (could be weak strike though which is unfortunate since it is thus far more susceptible aesthetically to ravages of wear) - therefore gave it a net VG10. If only the reverse was a wee bit better. I just can't give it a net Fine - coin is not good enough overall.

Actually, Edwards are tougher to grade. I wouldn't be surprised if NGC would grade it at VF-20. You do see the beads in the crown.
