Look like it came from an encased coin, at one time, or whats known as a lucky penny !!

All I can come up with is a "machine-shop" penny where it's cut in half, usually so you have a 2-headed or 2-tailed coin. Now it's all done with lasers, so maybe that's it and why it's discolored in the "oreo center"

It certainly didn't leave the mint looking that way.
