Graded by ICCS as a PL66 . The reason being I told is that my dollar was not intended for general use. So what was it for? I can find no proof that the Mint issued this coin for collector use.
Was it issued in a special packaging? Can someone explain this for me

It was issued for collectors.
The mint began producing PL silver dollars for collectors in 1949 and continued to do so 'til 1967.
There was no standard for packaging until 1954.
