I always thought that nickel was "slightly" magnetic, but nothing like iron/steel.

For me, just looking at the crown tip distance to the "I", it's not a 3. The top jewel of the crown on a 4 is further away from the "I" serif than a "2", so I think that it's a 4. With as well worn as it is, you can't see any of the skin creases, so you can't go by that. " Wow! A foot in the mouth ...

It's a fake camel-toe toonie, so it has a $2 value IF the merchant will accept it. It's worth nothing legally. The "die crack" that you have pointed out is part of the design. The bear is on a ledge or broken part of the ice. They are all like that.
