I would say that you are correct. The red can easily be removed.
As the red is applied after the coin was struck, (probably by pad printing) it seems highly
unlikely that only part of the pad was inked.
In any case, as it can be easily duplicated, there is no extra value to it.

The RCM does not reuse planchets and you can't always go by colour.
What you have is an environmentally toned quarter worth 25 cents.
All you have to do is weigh it to prove it to yourself. There is no way that
is a Malaysian or any other foreign planchet.

Jay What is your source of information that this was struck on a Malaysian planchet. The only year the RCM minted a 20 sen coin was in 1997 and it was made from copper nickel. It is not a Die Crack. It is some form of damage but had to say what with glare on the photo.
Possibly taken a hit that has displaced the metal.

That would be a partially Grease Filled Die, not a weak strike.
Also there is no Doubled Die on the Queen.
Keep looking, there are error coins out there

According to Charlton's, the 1978 BU Sets came with both the Square and Round Jewels.

Please do not shoot pictures on an angle, this distorts the coin.
Also always include a complete picture of both sides off the coin with an explanation of
what you see as an error. This will save us trying to guess at what you are referring to.

It looks like it may be an early stage Dryer Coin but hard to tell from those photos.

It is not uncommon to have an aftermarket supplier gold plate commemorative coins both here and in the USA.
Sometimes they just plate part of the coin and then sell them at a premium. They even colourize some coins.
I guess as long as there is a market, they will continue to do it.
