Looking closer at this (as I said, I'm not into nickel dollars), perhaps when they say "missing chrome", they are referring to the striking dies which have a chrome plating. I’m not really into Nickel Dollars but I can’t see how it could be missing Chrome Plating when there is no chrome on a Nickel Dollar.
Is it possible that it is a lamination problem that can occur on solid alloys.

Photo adequate enough. Sorry but that is a 22 Leave Large 9. Check the opening on the top of the 9, a small 9 is almost closed, a Large 9 is more open. Also if you check the serifs on the 1, on the Small 9 they curve towards the body. On a Large 9, they are square towards the body. Out of curiosity,...

They are not all that rare, I have one myself. It certainly couldn't be the only one to exist.
The rear SWL was caused by die polishing so there would be as many struck as to when the
die was polished and when the die was retired.

First, a German planchet is not an error, there were 10 million produced in Germany to help with the
production during the introduction of the Toonie in 1996.
