No need for certification, the notes speak for themselves, a numerical grade won't get you much more money for them.
These were printed in sheets of 40 or 32.
Can you prove these were not cut by a third party?

As a rule of thumb for 1986 2 dollar notes, if the prefix is not listed the note is worth face value only, there are millions of them out there.

These are not uncut sheets.
1973 $1 notes were printed in sheets of 40 in either 8x5 or 4x10 depending on the printer.

Prior to 1996 the default finish for specimen coins was brilliant relief on brilliant background.

Every coin struck after the die polishing event will have the same short waterlines. It's so rare that in less than fifteen minutes I found two unattributed on eBay, though in lower grade than the OP's coin. Had I found only one I would have jumped on it, but two, I'll hold off. not a wise investmen...
