It's a damaged coin.
The 6 was not placed there at the mint.
It's called a counterstamp.
Some counterstamped coins are collectible, most are not.
If it is not a recognized counterstamp your coin is worth melt value only.

Dipping in mercury will not do the trick. The mercury just slides off. Did this many times at school in the 50's. It's not a clip and it's not a penny.
Someone has cut a piece off of this cent.

It's been damaged and the copper underlayer is showing through.
On the face even that layer has been removed and the bare steel is showing.
