It is a rcm token from a 2001 1 cent to 2 dollar coin set with flags on the packaging.
It is listed on the numista site. It does not list a value though.

I believe specimen notes do not usually have signatures or serial # as they are not legal currency.
Troubadour is correct. There is a picture of your bill with the same serial # on the link he gave.

I think i remember rolls of these going around a while back. 1 good one on each end of the roll and 23 fakes inside. Same with toonies.

I have a few counter dollars, they all seem to lack detail in the queens hair and larger engraver intials.
