You're right, it is a very cool looking banknote.
I also have a Congo note. I have the 200 Francs note but strangely the serial number is a ladder 1234567 instead of the zeroes on your note.

I use the Charlton guide, and the grading definitions supplied within, and compare it to the physical condition of the banknote. I think it's important to be able to assess/grade notes yourself. I do not relate Charlton grades to third party grades such as PMG because they are a completely different...

While "sheet" number may be technically correct, the collecting world generally understands it to be a "serial number". 4 of those numbers were printed; A,B,C,D as TBH pointed out. I would say there is potential premium for the radar number but being a repeater is somewhat irrelevant when it's a rad...

I would suggest a very high probability that the serial numbers have been removed, but as others have stated it is difficult to say 100%.

Ripples often mean heavy inking, which in my view translates to a rich, colourful, beautiful looking note.

I believe the Charlton Guide to Government Paper Money is an excellent guide. It lists both the Single and Sheet "Insert" notes for every denomination.

There were 10,000,000 note printed with the L/P prefix. They are fairly common.

In my opinion, not everything needs to be graded by a third party grading company. This really only benefits the TPGs. :P There are certainly exceptions but it is a waste of money for relatively common notes. Most people would be best served by learning to grade themselves.
