Over several years of the silver dollar voyager coins there seems to be a set of initials in the bale behind the Indian.

Have 2003 Canadian non circulated coin set with the coins having P and W marks on them. While I have come to learn W for the mint that produced them, and P is for experimental plating, why has no one have any listing for them? Are they rare?
