Believe what you want. I can only say what I know. There are no tool marks that I can see, so I don't know how you would grind it so smooth and I don't know for what reason. as to how it could happen, that would be an error in the manufacturing process some where along the line is my best guess. bas...

Doesn't look like damage, no tool marks etc just looks like they forgot to do the head side entirely, I will take some clearer pics later today or tomorrow, edges are smooth and copper in colour

Hey, I have a 1998 penny that is not struck on the Head side, nor does it have the copper colour. I got in as change a nice few years ago and from what I can tell it should not exist.
