Accumulation is a die deterioration resulting from many die chips.
Plugged is a die chip located in letter.
Filled is a term related to accumulation of dirt and grease into small die cavities such as letters.
Can be remove during die maintenance. So it's not permanent.

I was always thinking that the color is done at the RCM facilities, not sub-contracted .

Yes... Clipped planchet can be fake, but it's very easy to detect. There's few signatures to take a look to confirm it's genuine. I don't think error prices listed in CaC is representative of the actual market.
So I'm quite confident we can get much more than 4$ for this coin.

You can take a look at Ebay listing history with keyword "off center". There's many of them listed.
The off center ratio is small. It's quite easy to find one on the market. So depending of your selling price, it may be hard to find a buyer.
