These lines are a result of the die deterioration.

It's called "radial flow lines" or "die grooves".

This is quite common.

Accumulation is a die deterioration resulting from many die chips.

Plugged is a die chip located in letter.

Filled is a term related to accumulation of dirt and grease into small die cavities such as letters.
Can be remove during die maintenance. So it's not permanent.

We call this "accumulation": Die Deterioration Doubling".

This is a result of the normal ageing process of the Die.

I was always thinking that the color is done at the RCM facilities, not sub-contracted .
Is it for all circulating color coin or just the bluenose?

I have to admit, I'm really surprised. Do you have any reference?

Yes... Clipped planchet can be fake, but it's very easy to detect. There's few signatures to take a look to confirm it's genuine. I don't think error prices listed in CaC is representative of the actual market.

So I'm quite confident we can get much more than 4$ for this coin.

A quick view of the market (Ebay and other auctions) give a better view.

I agree with john1000 for the price estimation.
You can take a look at Ebay listing history with keyword "off center". There's many of them listed.

The off center ratio is small. It's quite easy to find one on the market. So depending of your selling price, it may be hard to find a buyer.
