There is not always a correlation between rarity and value.
Some scarce varieties bring very little premium.
Besides PCGS and NGC don't list or attribute this variety.

Despite what you see on eBay there is no premium for a note like yours unless part of another note on the sheet is visible.

These are listed on eBay for $129-$425
One actually sold for $129
One listed as extra sail sold for $5 but it was a misattributed normal sail type.
I'm surprised both ICCS and CCCS will grade these.
