1985 Canadian Quarter - 0 mark

Anyone ever see this? We were counting my sons coins and he noticed this, but I can't see anything about it anywhere. Not sure if it was during production, or maybe someone did it after the fact but figured I would ask before throwing it back in the pile.

PMD. It looks like it was on a gravel or asphalt road for a little while or some other place.

Someone has just punched a zero on the coin. It is known as a counterstamped coin.
Anyone with a punch set can do the same. See this quite often.
