Identification help (Canadian coins)

I have these 2 Canadian centennial quarters which appear to have red dye on them, could this be from the mint? Does anybody have any idea what this otherwise could be?

Not from the Mint.
Whatever happened to it happened after it left the mint so it would be
considered damage. A 24 hr soak in Acetone ( not nail polish remover)
may remove it.
