It looks like someone sneezed or drooled at first glace. Is it raised or just discolored? Was it direct from the mint or circulated?

These are below the surface - not raised. Also noticed the extra metal at the inside top of ear. Circulated, but I got 10 coins when he opened up a roll to give me change and this is the only one that had any marks on it.

Maybe the nickel plating came loose from the steel/copper and deposited a little in his ear?

Impurities in the planchet have caused the lamination error and it looks like two separate die chips in the ear.
