Canada 1858 Re-Engraved 5 20 Cents

My question is this. Are they all Re-Engraved

IS that the normal? If so, why is it even stated?

No, just some of them, but they aren't scarce. They are worth maybe 10% more than a regular one. There are some blundered letters that are worth some $$.
