1946-C Newfoundland 5C. Why so few?

Has anyone done specific research on the what/why's of this coin's unusually low mintage for a business strike?

The 1946C issue is an anomaly. Published official mint reports, as well as unpublished mint accounting records, do not indicate any mintage of this denomination during 1946. It appears that this scarce issue was actually coined during 1947. The mintage figures given for the 1946 and 1947 must be considered unofficial although they are believed to have come from a mint officer many years ago.
