2021 What is causing this feature?

I have been consistently seeing what maybe a new feature I call “frosting” in the 2021 Bluenose Dimes and 2021 quarters. I was wondering if this is caused by die chips, plating or something new during the minting process?

I'm still seeing this "frosting" feature on 2022 dimes.

The "ice" effect on the dimes is the result of low quality control. I purchased the Bluenose 10 cent mint rolls directly from the RCM and almost every 2021 dime suffered either that or a complete breakdown of the date. The coloured versions reverse are almost all suffering from what appears to be abrasion marks. The RCM offered to take them back and replace them. I opted to keep them as the date breakdown is pretty dramatic.
