RCM Proof Set Prices

Can anyone tell me why proof sets from the 1970s to 1995 (not 1973) are retailing at around $30 to $60 while 1996 to date are all over $100?

Is it purely demand? Should I expect that in the coming years the sets selling for $100 today will eventually be part of the $30 -$60 group? (or priced according to silver content).

Are proof sets a bad investment?

i have about 50 proof sets from 70 to 90 no demand for them at all ,,again i inherit them so i don't see the upside in investment ,i see them for sale everywhere and some as low as 15 dollars
