1884 large cent what error is this

Not sure what this is. Is it worn or a mint error.

Looks like a weak strike when minted.

Could be a grease filled die. I looked through about 80 1884's and saw nothing close. It's not a mint "error" per se nor do I think that it is PMD.

Agree with Bill
Looks like a Partial Grease Filled Die.
You can faintly see the outline of the "N"
