2002 Flaw Planchet?

I found this 1952-2002 coin roll hunting. I assume it is a flaw planchet but thought I would post it here and get some thoughts.
It has positive relief and the beads and crown were minted on/follow this positive relief. The feature also continues onto the rim?

It looks like glue or some other substance. Soak it in acetone
for a day or so and see if it comes off.

That was my initial thought too but when I look at it under the microscope it seems to be metal and positive relief. The minted rim bumps up slightly over it too? photo 1 and the minted beads and crown jewels go up and over it? photo 2 & 3
