Here is my 1999 Canada one cent, on a foreign planchet. This coin has been struck on a 0.78 gram Guatemala centavo aluminum planchet.

It showed on my scale .2g as per pic

Coin dealer in West Edmonton Mall said it looked like the ( plating ) got missed??

Weighed same as a penny from the roll it was found in.

If you are going to weigh coins, you need a scale accurate to two decimal points.
The fact that your silver coin weighs the same as a copper cent verify that it is just a plated cent.
If the plating was missing, it would show as a weak strike.
