I tried to post full pics of obverse and reverse but the files are to large and wont upload. These were the pics I could upload. I have better pics of the legend doubling that shows the full doubling better but again can't upload. Pics are of the obverse of a 1944 penny. I dont see this listed as a known variation.

It's not a variety or any die doubling. It is machine/mechanical doubling caused by the die loose in the holder. The photos aren't clear enough, but may be some die deterioration doubling as well. A keeper but not worth much of anything.
