1995 Reverse ring in bead

Does anyone have a suggestion on this, was it caused at the mint or when it was in circulation.

vending or phone booth marks. PMD for me

I agree, or it could be from a coin rolling /wrapping machine, quite common.
In any event, it wasn't done during the striking of the coin so it is PMD.
