2000 10 cents Partial collar?

Hi Guys,
Is this a partial collar error or something else? Is this a common prior to this date and just a face value or have extra premium?

It is a MAD (Misaligned Die). Not really off enough for a premium but you can keep
it as an example until a better one comes along

I also have a few 2001 P just want to know if those are normal or there is quit bit MAD ob it?
