2013 Flawed planchet or PMD?

There are multiple depressions in this coin around the sails and there is material gone around the date? Is this a flawed planchet, PMD or something else. I appreciate everyone's comments as I am new to this hobby and it helps me learn the terminology, errors, varieties etc.
