Neither an Error or a Dryer Coin ( which is not an error).
You only are showing one side so I would have to say the coin is just worn.

With the photos and the computer screen, who knows. The reding looks good, so might not be a dryer coin, but it's PMD of some kind.

And the reeding is of a dime from the same year as this one. Its just this one doesn't have any reeds on the edges

Then it's a dryer coin that may have moved a little while it was trapped between the liners
