1867-2017 Canadian dime possible minting error?

I find this dime and I a wondering if it might be a minting or plating error? And can you tell me your thoughts please

Not a minting/ plating error, the surface has been attacked by a corrosive substance. Just PMD.

The coins looks like those I find metal detecting on the beach. It has hairline scratch, exposed to moisture and the steel interior has started to rust.
