hello everyone, what do you think this 25c. Always stored in zero circulation sachet. It still has the mint shine and circular light effect polish. Can MS-68 be considered? and what would be its market value in canada?

Nice looking Quarter but not an MS68. Hard to tell higher grade photos from a picture but I would say it is closer to MS65. Also FYI, there are no 1964 quarters graded higher than MS66 that I can find.
