It's probably a "Die Shift" (aka Mechanical Doubling).
Is it visible on other areas of the Legend?
A complete obverse picture will help.

Yep. It's MD (mechanical or machine doubling). Planchet loose in the holder when struck and die slip/rotates a little as the die coming up.

M.K. Blais catalog lists this coin à 6$ in MS60.
Your coin is circulated, so that will be less.
MD is probably one of the most frequent error type we can find in Canada.
