January 25 cents 1999 Error

Found this in my dads collection. Not sure what to name it.

You can call it damage. It wasn’t on there when the coin was struck.
It has taken a hit from something.

Hi thanks. It not damage. it has 3 bumps. It looks just like the feature beside it. has the same color effect. Looks to me like an error in printing but not sure how to name it in my collection. Here's a closer picture

Sorry then, I thought the marks were incuse.
The only other things I can think of are Die Chips or a Die Gouge.
They don’t look like Die Chips so possibly a Die Gouge but there would
be others around if that was the case.
Maybe someone else has an answer.
Also FYI
Coins are not printed, they are struck or minted.

Thanks. I view the coin sideways with my microscope and it definitely die something lol. What i see is that the color or the die is the same as the design so it leads me to believe its an error when it was minted.
