I was looking through circulated quarter rolls on the weekend and found a 1999P. Was this coin in circulation? From what I could find online it was in mint sets only. Maybe someone broke up their mint set and spent it? I decided to put it in a 2X2 and hang onto it.

Yes, they were in the 1999 Brilliant Uncirculated Sets.
They are actual circulation coins but were not released for circulation
as the new multi ply coins were still being tested.
I believe it was 2001 that the “P” coins went into circulation.
I would certainly hang onto it as the issue price for those sets was $99.95

That box of quarters was interesting as there was also a 2012 quarter with ornaments on it in a different roll. Seems to be from a holiday mint set.
