1988 struck on foreign planchet?

Hi i was looking through a bag of change and found what I think is a rare 1988 quarter stuck on foreign planchet, it weighs 4.95 grams and smaller than quarter but bigger than nickel so please tell me what you think? It has been cleaned or dryer coin too.

It looks like a "dryer coin" and the weight is less because one side almost worn away and just .13 g from fully struck, probably still within original tollerance, but the wear itself reduces the weight.

But the thing is is there is no edge at all?

If the diameter is smaller, then it has either been spooned or is a
dryer coin, doesn’t matter which, it is still damage.
