Because it’s a mint error, not a variety.

Isn’t the horn a mint error as well? Is the cigar type worth anything?

The horn and cigar are both minor die chips, which is considered normal die wear by NGC. Depending on the size of the chip, it may not even qualify as an error. I imagine that each governing body has their own criteria for what constitutes an error or variety.
Unsure about how much added value, if any, these may bring. You can check Ebay for prices.

I sent this coin 16 years ago to ICCS and it came back no with no comments. I resent it seeing that there are a few cigar type found. I probably was one of the first to find it. When it comes back I’ll post the pic
