1996 toonie

I have a 1996 toonie with a cutout on the edge in the shape of a U, which cuts off part of the N and A in Regina. Not sure if it is manmade or an error. Tried looking it up but couldn't find anything.

I have seen one other like this, where it was a legitimate planchet flaw (drill clip, or a hole drilled in the nickel sheet, possibly to move it from being rolled to the cutting mill?)

My gut instinct is that this is post-mint damage, but I would love to see this one in hand.... just to be sure
