it doesn't look like one if the inner circle is smooth with outer part of coin should be all one piece not two. just like the specimen coin

What is your reason for thinking it is a mule.
The 1999 Nunavut Commemorative is the only business strike Toonie produced that year
with over 25 million struck.

@ coinguy l thought it was mule, coz the rim from center core almost don't see

OK ,I see now what you are referring to. You used the wrong terminology when you said "Mule".
A mule is when the Obverse is of one coin used with the Reverse of a different coin so I thought
you were referring to the Obverse and Reverse of the Nunavat Toonie.

Jay just to avoid confusion here are pictures of Reverse and obverse of a mule coin you will find the in Proof Like Sets only I believe. the Reverse has no border from gold - silver design
