I have another 20.00 bill with serial alt8800088, would that be a radar, a rotator or a radar/rotator? Could you recommend a good book source for bill collectors?

For me, I think it's a radar/rotator, a very nice note to have.
I use Charlton - Canadian Government Paper Money, it's a very good catalogue and not really expensive, around 20$.

That $20 note would be extremely popular in Asia,especially China & Hong Kong,as the number '8' is considered to be extremely lucky,especially when the serial number ends in '8',like your one is.

Yes, ALT8800088 is both a radar and a rotator. That is a very nice bill. What condition is it in? Can you provide a scan.

The Canadian Government Paper Money is currently on the 21st Edition 2009.
