Picked this up this week. What do they mean by "Test Note" ? Just wondering and can anyone be allowed to own these?

A test note is exactly what it says.
The BOC was wanting to try out things such as better inks, different types of paper etc.
to see if they could improve the quality of the notes. They were then issued to the public
to check for durability. Some of these are rare but in your case there were 600,000 printed.
It should still be worth a premium though.

There are a few out there: they're just uncommon, tough, possibly borderline "rare," though I cannot say for certain. I just haven't seen many (in the 20 or so years I've been online). That's whats so great about the more recent series of CDN banknotes- many Multi colour, Birds & Journey rarities that US collectors haven't caught on to yet. It's not the case with the 1935,37 & 1954 Devil's Face as they love these & drive prices sky high.
